Meghalaya Government Announces Major IAS and MCS Administrative Reshuffle

Shillong, July 23:The Government of Meghalaya on Thursday issued a major administrative reshuffle involving several Indian Administrative Service (IAS) and Meghalaya Civil Service (MCS) officers, reassigning key responsibilities across multiple departments in a move aimed at strengthening governance and improving administrative efficiency. The notification was issued by the Personnel & A.R. (A) Department under the orders of the Governor on July 23, 2026.

Under the new postings, Additional Chief Secretary Sampath Kumar has been entrusted with the additional charge of the Home (Political) Department, while Principal Secretary Mebanshailang R. Synrem has been assigned the additional responsibility of the Community and Rural Development Department after relinquishing charge of the Health and Family Welfare Department.

Commissioner and Secretary Vijay Kumar Mantri has been relieved of his responsibilities as State Mission Director of the State Education Mission Authority of Meghalaya (SEMAM), while Cyril V.D. Diengdoh has been relieved as Additional Project Director of the Asian Development Bank-funded Integrated Tourism and Agri Livelihood Project.

The government has also assigned additional responsibilities to several senior officers. Commissioner and Secretary R.M. Kurbah will hold the additional charge of the Home (Political) Department, while Secretary Ramkumar S. has been given additional responsibility for the Social Welfare, Finance, and Forest & Environment Departments. Secretary Swapnil Tembe has been relieved of his duties in the Finance Department, and Secretary Ramakrishna Chitturi has been relieved as Chief Executive Officer of the Meghalaya State Rural Livelihood Society (MSRLS).

Among other changes, Joint Secretary Jagdish Chelani has been appointed Director of Employment and Craftsmen Training after being relieved as Labour Commissioner. Joint Secretary Shivansh Awasthi has been assigned additional responsibilities in the Mining & Geology, Forest & Environment, and Planning, Investment Promotion & Sustainable Development Departments, while Mitali Chandra will additionally serve as Director of the Meghalaya Urban Development Agency and Mission Director of DAY-NULM.

Joint Secretary Richard Yanthan has been relieved as Director (Corporate Affairs) of the Meghalaya Energy Corporation Limited, and Deputy Secretary Saloni Verma has been relieved of her role as Additional Chief Executive Officer of the State Mission on Entrepreneurship, Technology and Skills (STEMS).

Deputy Secretary Richa Kulkarni has been entrusted with additional responsibilities, including Director of School Education and Literacy, State Mission Director of SEMAM, and Additional Chief Executive Officer of STEMS, while being relieved as Director of Employment and Craftsmen Training.

Further, Joint Secretary Sainpiyar S. Syiemlieh has been given additional charge as Secretary of the Meghalaya Urban Development Authority, while Iadashisha Majaw has been assigned the additional responsibility of Joint Secretary in the Power Department after being partially relieved of duties related to the Meghalaya Energy Corporation Limited and its subsidiaries.

The notification also appoints Joint Secretary Delis Mary Suja as Inspector General of Registration, while she relinquishes her responsibilities as Registrar of Societies.

In another significant transfer, Shillong Municipal Board Chief Executive Officer Prafulla Kr. Boro has been relieved of his additional charge as Secretary of the Meghalaya Urban Development Authority.

Meanwhile, Bantelang J. Kharshandi, Director of School Education and Literacy, Director of PM POSHAN and Nodal Officer of C.M. Connect, has been transferred and posted as Labour Commissioner, Meghalaya. He will also hold the additional charge of Joint Secretary in the Labour Department after relinquishing his previous assignments.

The reshuffle also affects senior MCS officers, with Dr. Rezina Ch. Marak being relieved of her responsibilities as Joint Secretary in the Health and Family Welfare Department, while Rapborlang Kharbihkhiew has been appointed Secretary of the Meghalaya State Information Commission after being relieved as Joint Secretary in the Urban Affairs Department.

The government stated that all transfers, additional assignments, and relinquishment of charges will take effect from the dates the officers assume or hand over their respective responsibilities, until further orders.
