Shillong, Aug 13: The Khasi Hills Autonomous District Council (KHADC) has decided to appeal before the division bench of the Meghalaya High Court against the order of the single bench of the court that reinstated the Syiem of Hima Mylliem, Ainam Manik Syiem.
It may be noted that that the single bench of Justice Wanlura Diengdoh in an order and judgement passed on August 11 had set aside and quashed the KHADC order issued on May 22, 2026 suspending Ainam Manik Syiem from the post of Syiem of Hima Mylliem. In his place, the KHADC had appointed Alban Frederick Syiem as the Acting Syiem.
Although Ainam Manik Syiem today resumed office as the Syiem of Hima Mylliem, the KHADC is unrelenting. It has decided to appeal against Justice Diengdoh’s order.
“We have decided to appeal before the division bench of the High Court against the order of the single bench. We are likely to file the appeal petition tomorrow,” KHADC Executive Member (Elaka Administration), Denzil Raynard Chen told media persons today.

He also said that Ainam Manik Syiem had failed to pay the 1/8 share to the KHADC despite several reminders in the past although it is mandatory as per the Sanad (appointment order) issued to him when he was appointed as the Syiem of Hima Mylliem.
Chen also said that as per the financial report submitted by the Acting Syiem, it was clear that there were many financial irregularities committed by Ainam Manik Syiem during his tenure.
According to the financial report, the total market toll of Hima Mylliem is Rs 1,13,80,520 whereas in the ledger it was shown as only Rs 97,42,560. “Thus, the missing amount from the market toll is Rs 15,65,960,” the report said.
The total receipts from land revenue is Rs 52,19,800 but in the ledger it was shown as only Rs 26,09,923.
The expenditure for developmental works in Hima Mylliem was shown Rs 34,65,037. However, no receipts or invoices were submitted to prove that this amount was really spent.
For cleaning of Ïewduh, it was shown that Rs 79,39,300 was spent. Here too, no receipts or invoices were produced to prove the expenditure of such a huge amount.
For leasing of Ïewduh to the Myntris, the lease amount then was Rs 1.25 crore. When public tender was called for 2026-27, the lease amount was Rs 2.70 crore. Here, the difference is Rs 1.48 crore.
“The total expenditure without any proof is therefore Rs 3,03,80,220. Where has this money gone?” Chen asked.
