Shillong, July 13: India is entering a new phase of governance transformation driven by artificial intelligence, cybersecurity and digital public infrastructure after more than a decade of administrative reforms, Union Minister of State (Independent Charge) for Science and Technology and Earth Sciences, and Minister of State in the Prime Minister’s Office, Personnel, Public Grievances and Pensions, Atomic Energy and Space, Jitendra Singh said on Monday.
Delivering the inaugural address at the two-day National Conference on Governance in Shillong, Meghalaya, Singh said the country’s next phase of reforms would focus on “Next Generation Administrative and e-Governance Reforms” aimed at building an agile, technology-driven governance ecosystem capable of meeting citizens’ evolving expectations.
He said the government has already undertaken wide-ranging administrative reforms over the past decade, including the removal of nearly 2,000 obsolete rules, laying the foundation for the next stage of governance modernization.

According to the minister, future reforms must integrate artificial intelligence, cybersecurity, digital public infrastructure and citizen-centric digital service platforms to improve efficiency, transparency and public service delivery.
Singh noted that rapid advances in technology require governance reforms to progress at a similar pace, echoing Prime Minister Narendra Modi’s vision of a “Reform Express” to accelerate institutional transformation.
Highlighting the Centre’s focus on the Northeast, Singh said the Department of Administrative Reforms and Public Grievances has proposed “State Collaboration Initiatives” to strengthen governance across the region. He added that the department is prepared to extend full support to the Government of Meghalaya and other northeastern states in developing modern infrastructure, expanding digital governance and undertaking long-term administrative planning.
The conference brings together policymakers, administrators and governance experts to deliberate on strategies for strengthening public administration and accelerating digital governance reforms across the country.
