Shillong, October 25: According to Divisional Manager FCI DO Shillong, A meeting with merchants, wholesalers, bulk retailers, local traders and state Govt. representatives was convened on 24.10.2025 at FCI Divisional Office Shillong. The Divisional Manager Mr. Vishal Gupta welcomed all participants and shared the vision and mission of FCI, emphasizing its role in ensuring food security and maintaining price stability through efficient procurement, storage, and distribution of foodgrains.

He further briefed and informed that at present 9 godowns with a total capacity of 44326 MT are available with FCI and more godowns at 9 locations in the state under PEG scheme are to be taken over by FCI.

Further, it was also informed that, Apart from the monthly schemes like AAY, PHH, Tide Over schemes stock mainly rice is also issued under other Welfare schemes like SAG, WBNP, Pradhan Mantri Poshan Yojna on quarterly basis in the state of Meghalaya by FCI.

Additionally under Ministry of Food and Public Distribution directives, FCI is also offering rice through Open Market Sale Scheme (Domestic scheme) on weekly basis for providing better availability and price stabilization in the market. The base rate for rice under this scheme has been fixed at Rs 2800/- per quintal. During the financial year 2025–26, a total quantity of 35750 MT of rice has been offered, out of which 11819 MT has already been sold through e-auctions under the above scheme.

In addition rice is also being offered under OMSS (D) to the State Government of Meghalaya without participation in e-auction, at a base rate of ₹ 2250 per quintal. Further, the OMSS (D) scheme without e-auction participation is also extended to small private traders/entrepreneurs/individuals/cooperative societies, under which 1–9 MT of rice is being offered weekly at the base rate of Rs 2800/- per quintal.

Very recently FCI has also introduced the OMSS (D) Bulk Sale Scheme for empanelled and registered traders or bulk consumers for sale of rice through railway rake. Under this scheme, 10,000 MT of rice is being offered through e-auction.

To benefit the consumers and general public at large FCI expects more participation from the local empanelled (registered) buyers in the OMSS (D) with e-auction.
