Shillong, April 26: Hid Foundation Shillong on April 24, 2026 submitted a memorandum to the Minister of Education, Government of Meghalaya, and the Commissioner & Secretary to the Education Department, strongly urging the State Government to immediately constitute a full-fledged statutory regulatory body to oversee admissions and fee structures in all educational institutions, both Government and Private.
In its memorandum, the Hid Foundation Shillong urged that the Government of Meghalaya may bring in an Act and Rules to be known as the Meghalaya Educational Institutions (Regulation of Admission and Prohibition of Capitation Fee) Act, 2026, and the Meghalaya Admission and Fee Regulatory Commission (for all Educational Institutions including Government/Private Institutions within the State of Meghalaya) Rules, 2026 through appropriate legislation.
“The absence of a uniform regulatory mechanism has caused severe hardship to parents and students. Arbitrary fee hikes, lack of transparency in admission processes, and the growing commercialization of education have become matters of serious public concern,” said the Hid Foundation Shillong.
Hid Foundation Shillong strongly urges the Government to immediately constitute this full-fledged statutory Commission to safeguard the interests of students and parents across Meghalaya.
Key Demands:
- Immediate Legislation: Enact a law for establishing the Meghalaya Admission and Fee Structure Regulatory Commission as a full-fledged statutory authority.
- Comprehensive Powers: Empower the Commission to regulate admissions, determine and rationalize fee structures, and redress grievances pertaining to all schools, colleges, universities, and educational institutions in the State.
- Inclusive Composition: Ensure representation of academicians, legal experts, and other stakeholders as deemed necessary in the Commission.
The Hid Foundation Shillong noted that several States have already constituted such full-fledged statutory Commissions in compliance with judicial directives. Courts have also held that it is mandatory for every State to have such a regulatory mechanism. Meghalaya is yet to establish this body.
The Hid Foundation Shillong further stated that access to quality education is essential to every human life and is intrinsically linked to human rights. Therefore, the Government cannot take this critical issue lightly.
If the Government of Meghalaya fails to address this crucial issue within an appropriate time, the Foundation will pursue legal representation before the Court of Law.
Constituting the full-fledged Commission will ensure equitable access to quality education and rational, reasonable fee structures for all.
Hid Foundation Shillong reiterated its readiness to assist the Government in framing the necessary regulatory framework.
