Shillong, May 25: Expressing shock and concern over the alleged massive financial mismanagement of over Rs 320 crore by the Dorbar Hima Mylliem, the Hynñiewtrep Integrated Territorial Organisation (HITO) has asked the Khasi Hills Autonomous District Council (KHADC) to set up an enquiry committee to probe the matter.
In a memorandum submitted to KHADC Chief Executive Member Winston Tony Lyngdoh today, the HITO said the “financial mismanagement” also include the revenue generated from leasing of markets under Hima Mylliem.
Expressing shock that only Rs 3 crore has been generated in 2025-2026 from markets under Hima Mylliem, the HITO also alleged that no public tendering had been done for leasing of markets and no information circulated by the Dorbar Hima Mylliem to Dorbar Raid and Dorbar Shnong regarding such tendering.
“If investigated, we are sure the revenue generated will be found to be more than Rs 20 crore to Rs 30 crore by the Dorbar Hima Mylliem but past executive committees of KHADC did not take any corrective action even when no accounts have been submitted before the annual Dorbar Hima of ‘Ki khun ki hajar’,” the HITO said.
It also alleged that the annual Dorbar Hima that includes the Syiem, Deputy Syiem, Myntris, Lyngdoh, Rangbah Shnong and ‘Ki khun ki hajar’ “is rarely convened by the Dorbar Hima Mylliem since many years due to all these financial irregularities.”
“Given these circumstances, we earnestly demand constitution of a comprehensive enquiry committee comprising of persons of integrity to look into the financial obligations of Hima Mylliem that are owed to the District Council, particularly regarding existing market regulation laws and to recommend steps to correct such Acts and Rules,” the HITO said in the memorandum.
It may be noted that the KHADC has suspended the Syiem of Mylliem, Ainam Manik Syiem on May 22 and has appointed Alban Fredrick Syiem as the Acting Syiem.
The KHADC stated that Ainam Manik Syiem was suspended from his post due to failure by Hima Mylliem to clear the outstanding dues of Rs 324 crore to the KHADC from financial year 2018-19 to 2024-25.
The dues are the share of 1/8 which Hima Mylliem has to pay to KHADC.
Further, KHADC alleged that Hima Mylliem also failed to pay 10 per cent from the gross income from markets under the Hima from the financial years 2022-23, 2023-24 and 2024-25.
